In 2022, Maryland passed the Time to Care Act, creating one of the state's most significant new employee benefit programs in decades.
Then...the rollout was delayed.
And delayed again.
Many financial advisors assume it's still years away.
It's not. The next phase begins September 1. 2026.
Employers have a limited window—from September 1 through November 15—to obtain quotes and file a Declaration of Intent if they are considering opting out of the State Plan in favor of an approved private plan. Payroll contributions are scheduled to begin January 1, 2027, and paid leave benefits become available to employees on January 3, 2028.
